Short puffed sleeves , round neck, banded waist peplum ruffle layered over dress skirt. Knee length. Black piping accents. There are shoulder pads in this dress ( easily removed if desired). This dress was worn one time in the 1980's and had been stored in garment bag ever since. Mint condition. Not a flaw seen anywhere on this garment.
