SCOTT (GOVERNOR) - BOND SIGNED 04/01/1877 CO-SIGNED BY: NILES G. PARKER - HFSID 50693 ROBERT K. SCOTT and NILES G. PARKER As Governor and Treasurer of South Carolina, both sign a Sterling-denominated bond (1871), the same year they were impeached for bond fraud by the state legislature. Bond signed: "Robert K. Scott" as Governor, "Niles G. Parker" as Treasurer. 14x9 April 1, 1861. State of South Carolina sterling-funded, 100-pound bond #438, maturing 1890, interest and principal payable in London at 6% interest. ROBERT KINGSTON SCOTT (1826-1900) served in the Union Army during the Civil War, rising from lt. colonel to brigadier general of volunteers. He served in the Mississippi River campaigns and in Sherman's march through Georgia, taken prisoner once and either exchanged or escaped. Accounts vary. While still in uniform, he headed the South Carolina Freedman's Bureau (1865-1868). Discharged from the service, he was elected to two terms as Governor of South Carolina during Reconstruction (1868-1872). NILES G. PARKER, also a former US Army Colonel who had commanded black troops of the 1st South Carolina Volunteers, was elected Treasurer. Even allowing for the prejudices of South Carolinians against a "carpetbagger" Governor, Scott's administration was spectacularly corrupt. The state debt tripled during his administration, with funds spent on projects like a saloon in the State Capitol serving free drinks to legislators 20 hours a day. In 1871, Scott was nearly impeached, accused of issuing fraudulent bonds and of other financial malfeasance. In 1875, South Carolina won a civil suit against Parker, awarded $75,000 in partial restitution for funds stolen. Scott left South Carolina to avoid prosecution, but was placed on trial for murder in Ohio in 1881. The war veteran Scott was found not guilty after claiming that his weapon had accidentally discharged. He appeased a would-be lynch mob with two barrels of whiskey.
